Kèr Bíhbùn (/bɪ̞/ /bʊn/ [need] [dumb (speechless)]) is a subtropical Town located in the Vātuchàjù Region of the Tetbur Commune.

The name Kèr Bíhbùn is derived from the Tauric language, as Kèr Bíhbùn was founded by Dilys Gwilym, who was culturaly Tauric.

Climate

Kèr Bíhbùn has a yearly average temperature of 28°C (82°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 25°C (77°F). Kèr Bíhbùn receives an average of 274 cm/y (107 in/y) of precipitation, most of which comes in the form of rain during the summer. Overview

Kèr Bíhbùn was founded durring the early 9th century, by Dilys Gwilym. The establishment of Kèr Bíhbùn suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Kèr Bíhbùn was built using the conventions of Tauric durring the early 9th century. Naturaly, all settlmentss have their own look to them, and Kèr Bíhbùn is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Kèr Bíhbùn is buildings are built arround a single restrictive cobblestone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town is protected by a well-crafted cobblestone fence tall enough to provide adiquite cover for defenders to fire from, but no more than that. The frontieer-style defences have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Right off the bat Kèr Bíhbùn hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Many of those buildings are schools, scriptoriums, and even one college. One can only wonder what knowledge the town has come into.

Civic Infrastructure

Kèr Bíhbùn has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kèr Bíhbùn.

Kèr Bíhbùn has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kèr Bíhbùn has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kèr Bíhbùn has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kèr Bíhbùn's public wards, blessings, and other arcane systems.

Kèr Bíhbùn possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.

Kèr Bíhbùn has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.

Kèr Bíhbùn has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kèr Bíhbùn is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

While Kèr Bíhbùn might ostensibly be ruled by some other power, real control lies with the senior members of the local craft and labor guilds. Their decisions have the practical weight of law, and much of their time and effort is spent squeezing out competitors and parceling out economic opportunities in the community. Some guilds might have little or nothing to do with their original trade, and now exist purely as shells for political influence.

Kèr Bíhbùn's mayor's house was built using a different architectural style from the rest of the town. The style used is known primarily for its use of abstraction and simplicity. Clean lines, right angles, and primary colors characterized this aesthetic and art movement expressed via architecture and paintings. Its design ethos allows only primary colors and non-colors, only squares and rectangles, only straight and horizontal or vertical lines. Vertical and horizontal lines are positioned in layers or planes that do not intersect, thereby allowing each element to exist independently and unobstructed by other elements. These seemingly impossible principals for an architectural style coalesces into structures which most experts find hard to put into words. It is not that their geometry is impossible, but rather the style's attempt at producing works only describable visually was most successful..

In Kèr Bíhbùn rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.

Kèr Bíhbùn's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves sex to channel Chronomancy energies of tier 1 via recitation of poetic epics.

History

In time immemorial, reportedly some time during the early 2nd century, Kèr Bíhbùn was attacked by soldiers from another nation, waging a greater campaign. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kèr Bíhbùn lost 292 people, 322 livestock, and 57 buildings. The conflict ended after roughly 56, when members of Kèr Bíhbùn's militia enacted an operation to delay the operations of the enemy. The operation was complicated by major logistical problems. The conflict ended with pitched battle between both forces, which ended in defeat for Kèr Bíhbùn's forces. The war is remembered in legend by Kèr Bíhbùn's bards, historians, and legend keepers.
